Our proposals seek to transform the car dominated site into a pedestrian-friendly mixed-use development with new homes, flexible space that could be used for education, commercial and/or retail uses and a number of significant public realm improvements.

These plans would build on and complement the developments already delivered at Wembley Park as our vision for the area continues to move forward.

The Fulton Quarter Masterplan could include:

■ The potential to locate a university in Wembley to complement and strengthen the educational provision already provided by the College of North West London;

■ Between 680 and 1,000 new homes including studio, one, two and three beds, a proportion of which will be affordable with around 3.4 acres of private amenity space.  

■ Commercial space that will help bring around 300 jobs to the area;

■ Retail space to provide local convenience shops  and create an active street frontage along Olympic Way;

■ A range of building heights from 8 up to 25 storeys, with the lower elements along Empire Way to respect the setting of surrounding buildings.

■ Almost 1.5 acres of public realm, creating a pedestrian-friendly environment at ground level with attractive walkways through the site;

■ A design of exceptional quality in keeping with the wider development coming through at Wembley Park;

■ Substantial improvements to the streetscape along Empire Way, Fulton Road and Olympic Way through high-quality landscaping and building frontages;

■ Approximately 180 car parking spaces to reflect the site’s highly accessible and sustainable location;

■ The reuse of the British Empire Exhibition lion heads – incorporating the Fulton Quarter’s heritage into its landscaped environment.

In addition to the Fulton Quarter site, we are also consulting on two separate sites in the south east corner of Wembley Park, called Plot E05 and VDC Careys. 


Quintain has an obligation to Wembley Stadium to provide 2,900 car parking spaces for Stadium events. These are to be used flexibly to accommodate cars, coaches and minibuses.

The Current Position

In December 2016, planning permission was granted for a multi-storey event day car park on Plot E05 for up to 1,800 cars which also included blue badge spaces and coach parking spaces on the ground floor. 

Planning permission was also granted for a 290 space event day coach park on the VDC Careys site.  

The New Position

Since the granting of the above planning permission, there have been ongoing positive discussions with Wembley Stadium, leading to alternative proposals for these two sites.

The new proposals are for Plot E05 to provide:

■ Event day coach parking spaces at ground level;
■ Event day Blue Badge Parking Disability Discrimination Act (DDA) spaces across two levels;
■ Residential accommodation above the parking;
■ Small scale commercial uses on the ground floor;
■ Open space, landscaping and car parking for residents.

The new VDC Careys proposal is for a multi-storey car and coach park with provision for 290 coaches and 728 cars.
